My Batman is the Burton version that would strap bombs to people then shove them down a manhole and laugh.
You don't understand Batman then. The whole point of refusing to kill is because if he kills he can cause the same harm that happened to him. he wants to stop crime, murder is the easy way to do it. Convincing them to not be criminals is better. Everyone can be called a criminal.

Batman should have shot joker in the head the first time he escaped from Arkham, and certainly before he was able to rack up a 4 digit body count. He's directly responsible for every one of those deaths he could have stopped. Poor little billionaire and his trauma while normal people suffer and die.

I theoretically agree with you, but infinite escape Joker is also comicsverse Joker, and Batman may know he’d just come back as a Black Lantern or some other nonsense.
