Do I have this right? The prof says the decision doesn't give the president power to do anything he wants, but it does mean he can't be punished if he does illegal stuff. Is that about it?
Assuming you're asking hypothetically, the court ruled that Biden couldn't be criminally prosecuted for doing that. That doesn't mean the court couldn't rule his order to be unconstitutional.

Trump succeeded in dragging Biden down into the mud, and like the saying goes, that's his territory. Trump is essentially reeling off the worst BS from his rally speeches and Biden struggles to counter it.
