I've always thought this is a great rule.
executive order making it illegal to campaign for federal office more than 60 days before the election; anyone who does so is immediately disqualified and their name removed from ballots, with mounting fines for each additional instance.

Also, I want campaigns to be like NPR fundraising. NO campaign ads until early voting has begun, and once 60% of the district/state/whatever has voted, no more ads. Win/win: pols have to raise less money, citizens get fewer campaign ads, and there's a real incentive to vote early
