It's probably a wrap.

Probably a vinyl wrap. I think it's to keep the shitty stainless steel from showing rust.

You can pay extra for a urethane wrap (kind of like vinyl.) I am not making this up.

The red color is most likely explained by autonomous driving mode and the owner not wanting to void the warranty by washing it.
