To be fair, nobody had to be in possession of an Enigma decryption machine in order to decode "states' rights" in a speech delivered exclusively to crackers.
George Will was among those leading the parade at the time, saying people who thought it was racist were imagining things. I had a professor (biz school, of all things) who grew up in Mississippi who said it was obviously racist.
