This is so infuriating! I actually read the current guidance when I found out about this, and it's really good! Sooo much better than when I was in English schools in the 80s and 90s, especially given f*ing Section 28
I attended a cross-civil service meeting in 2019 about improving things for LGBTQIA people. It was hosted by the then head of the education department, who was the champion of LGBTQIA issues across the service and seriously impressed me. It all then went hyperpolitical in "culture war" bs.
It must be so frustrating. One of the reasons I quit climate change academia was spending *9* years writing the same guidance for civil servants and land managers. I don't know how people hack

It was one of the last meetings I went to as a civil servant (I left in Sept 2019). Watching from a distance, it's been utterly infuriating. I do know good folk who continue to resist it from within, tho. Am writing a bit about this stuff in general for my ko-fi post today.
