Skeptics will disagree, but I believe John Roberts is an institutionalist. It's just that the only institutions he cares about preserving are the Republican Party and the plutocracy.
John Roberts et al are institutionalists in that they thought the institutions of 1904 America were just fine and didn't need any updating with effective national government or the ability to regulate industry or consumer products or medicine or having social programs or civil & voting rights.
