The ATF arbitrarily decided that a gun hobbyist had at some point crossed the line to "commercial dealer." Since he didn't have a license for that, they warned him, fined him and asked him to fill out proper paperwork. Just kidding! They broke down his door in a pre-dawn raid and killed him.
