I feel like to follow the letter of the ruling that said bribery is ok but only after the fact, what he has to do is pardon some people who *already* stole things and then just heavily imply they should send him some of the proceeds
1. Sign pardons
2. Announce you've signed pardons for people who have stolen , send inquiries to to learn if you've been pardoned
3. If someone isn't pardoned, they're told so
4. If someone is pardoned, "suggests" a gratuity
