Actually Maxis specifically made a statement about that. It was meant to be a psychological trick to make you more immersed in the reality of the game back in old SimCity by making you think splines were an internal mesurement that was calculated by the game engine.

Anytime. I still laugh about it because people bring it up re:The Sims. I didn't notice it till SimCity 2000 but it was used in SimCopter too. I am pretty sure I went back and saw it mentioned in a status bar while loading a game in the old SimCity for Windows 3.1.
