"Lemon Laws", as I understand it, mostly applies to the used car market (since, presumably, a factory new car would be under warranty).
It's generally illegal to knowingly sell a broken car to someone while representing that it's functional to some degree.
Yeah, because they don't go through third party dealerships, and Lemon Laws don't cover factory-new vehicles. For that, you're probably looking at general, standard consumer protection laws or whatever.
