Possession of a raptor without state federal permit is not legal. Find the closest Wildlife rehabilitator in your area & if you can’t, try the Humane Society closest to you or CA fish & game. When I housed & rehabilitated birds of prey, I had permits, even a salvage permit for feathers for educ.
I always love the big-eyed babies, especially when mom is asleep next to them in the nest! Have been privileged to observe two different owl nests (over weeks) in my lifetime. Great pics!
