It's because of the popular perception of Rome as decadent or something, isn't it?

Possibly, though most of the other Roman servants don’t have the same depiction, even Caligula or the one Byzantine emperor (Constantine XI)

Though given that Constantine is included mostly for his tragic end that makes sense
He's still pretty strong but that entire section has the problem of the writer not being super interested in rome

Finding something about it being due to a myth about him eating 6000 eels, though that may be something that was included later as an explanation
Honestly there's some art of him that's pretty cool.
