Why are lawmakers trying to repeal PARTS OF the Comstock Act instead of just repealing the whole horrible law?

Upcoming legislation would repeal parts of the 1873 law that could be used to target abortion, but the Comstock Act's reach is much more broad than that.

Comstock is apparently used in some indictments relating to CSAM, so any repeal would probably need to fill that hole

My theory is that they know they can't get a repeal through right now(for several reasons), but if they center the parts about abortion they can continue to force the Republicans to vote against reproductive freedoms.
