It is a fiberglass gasket that keeps the combustion gasses from entering the room. Get someone who knows these things to take a look at it for you.

It looks like stove rope. Stove rope is used to seal gaps in fireplaces and wood stoves. I can't see clearly what it is attached to, though. Do you have your fireplace inspected?

We had the chimney cleaned not long ago. We'll get him back in to look at it.
