The thing about Santos is that he's ludicrously corrupt, he's constitutionally incapable of not criming during his waking hours, but he's not actually stupid. His intelligence is almost entirely wasted, but it suffices for him to remember a years-old scandal involving some random GOP representative.

He has his aides doing SOMETHING.
