Adults aren't considered adults by the establishment powers unless they are conservative and own property, as far as I can tell. I'm not American either, but I've been here a while. (This is somewhat just me being a bitter smart-ass but I think there's something there)

I think the point is this all sounds reasonable if you were dealing with someone who drunkenly graffitied a statue in the quad or something. To make them think about their actions. If this 'reflects their values' etc The point is when you do it in a political context it becomes very sinister.

I don’t know who to blame, the coverage of what the papers are supposed to be or the actual prompts for the papers, but it seems it exactly betrays the idea of restorative justice (and all writing, really) to dictate that the conclusion should be “how I was wrong.”

Restorative justice? Isn’t that just the sort of DEI wokeism the right is always trying to shut down? In any case I don’t see how that would be an appropriate response to a political protest.
