I think this is the second "per curiam" that doesn't make any damn sense for all the separate writings in like, a week. Maybe to obscure the narrow lines or something? Or in order to assign an author that was already assigned their quota???
It’s based on the procedural posture. They’re saying the case is dismissed as improvidently granted (DIG), meaning it was a mistake to grant cert. It’s per curiam because they are not ruling on the merits of the case.
