Yes, this happens a lot, especially in constituencies where the prime minister or other big figures are running - to make them look silly by standing next to them.
Most of the candidates are sensible though.
Anyone can take part in elections, you just need to pay a deposit, and if you get below a certain number of votes you don't get it back. You don't have to belong to an official party or anything. So you can campaign on a single issue like opposing a road being built.
