That is absolutely right, but that doesn't mean that you don't triage the situation with any little amount of power you have to confound the most extreme baddies. The Democrats can be beaten into taking unwanted policy positions, but the Republicans will not.

Taking a few well-chosen targets out via drone would have been far more effective than falling into the trap they set, spending lives & resources on a big war to radicalize more people to hate the US.
Just for accuracy's sake, it was Al Qaeda who was sheltering OBL. Drones in 2001 were far different than what came even a decade later and OBL was likely not even in Afghanistan for most if not all of the war. GWB loved instability for middle eastern countries more than some form of justice.
