Vouchers don't get low income students into elite private schools. Instead, they function as multi- thousand dollar coupons for the already wealthy. They're always sold as the former, but in-practice, are the latter.
Vouchers benefit the affluent, draining funds from public ed. "Since then, school voucher use has predictably exploded...But enrollment in private schools has largely remained flat. That’s because many of the new school voucher recipients are students who were already attending private school."
