I think it's top 2 plus everyone that gets more than some cutoff number (still weird)

12.5%. Really dumb. Makes no sense. Basically the same result as top 2 but the 3rd and 4th place get fake hopes? It would at least make sense if they were doing transferrable vote in the 2nd round like Alaska.
