This is only true if you don't believe an app is content. In the app store apple has a long history of moderation, and it isn't good.

When lawyers say things like this, do they ever think about how the world would work if people earnestly followed their advice? "You can't understand this, you can't interpret it, if you're worried, pay more than the price of the thing to have it interpreted." Yes! I find that concerning!

Here's the tl:dr - Terms of service are contracts. They are legal documents, drafted by lawyers, to do specific things. They are intended to be read by lawyers. Their interpretation is governed by rules developed over centuries of common law. If something in them concerns you, talk to a lawyer.
