Basset Lowke were a contemporary to Hornby in the 40's & 50's, and their products were generally considered higher-end than Hornby. As the other poster says it's a 4-4-0 LMS "Compound" locomotive.
The sticker says that it's been converted to run on 2 rail: the original model would have been "3 rail" where the power is supplied via. a (non-prototypical) rail in the middle of the track, and returned via. the other two rails. 2 rail means one rail is + and the other is -.
Finally it's probably worth a decent price as a collectors item; it's in reasonable condition but not pristine. If it runs then probably somewhere around £200.
