Chili is a terrible moniker for that meal. Compositionally, it's closer to a curry than something you'd put onto a hot dog. Now you got me wanting to try skyline on some basmati rice.

I only hesitate to lean towards Bolognese because of how the tomato is incorporated. Skyline uses a tiny can of paste as a binding agent. Tomato is a much bigger player in a Bolognese, and most chilis in general. Honestly, I think it defies classification. Like a platypus

I’m from Rochester, NY and the “hot sauce” of the garbage plate is similar. It’s a Greek base with a hedonistic core

There’s a Greek place near us that does a meatball dish which is spiced just like Cincinnati chili, it’s great

(Depending on what chili parlor chain you look at, Greek or Macedonian. Source: me I’m from Cincinnati and have eaten my weight in chili several times over)

In traditional bolognese you should use tomato like that, if at all.
