China operating illicit "police stations" disguised as consular services is not new and also not confined to the US. The UK forced closure of several such stations earlier this year. It's been alleged that there are similar situations elsewhere in Europe.

It actually made them fast-track the plot, according to the DOJ press release. They were holding back so as not to spoil a summer meeting between Biden and Modi, but once the Canadian murder happened, it didn't make sense (to them) to delay. It's kind of like planning a big tacky wedding.

It's real, and it implicates the government of India in the attempt.

Given the assassination in Canada, it's extremely likely this was more of the same and not just part of the FBI's full employment for cops program.
