The context for this is, apparently, a doctor in Texas illegally shared the private medical records of several children not under his care with right-wing media. He was indicted for it, hence conservatives turning on HIPAA after their long stint using it to justify their anti-vax positions.

I would have said "trans children" but I'm seeing some speculation that it may have been made up. Which wouldn't be a surprise, if accurate. Also "right-wing media" in this case means "some guy on Twitter who tweeted a bunch of private medical info belonging to kids to complain about trans people".
