The world has put a lot of effort into dropping bombs more accurately, more effectively, and more efficiently. Has anybody done the same for dropping food?

Yes actually. The Individual Humanitarian Aid Ration is a thing of wonder that doesn't even look indistinguishable from a cluster munition anymore! ( They changed the color from cluster bomb yellow to a lovely salmon). Nutritionally its acceptable to all diets and safe for pretty much everyone.
The point is that Yes its fucked up and yes the budget is minuscule compared to murder, some very dedicated people really did put an enormous amount of time and effort into designing a food package that could survive air drop and would be edible to all people safely and I think that's rad.
Would be wonderful to conceive a world wherein the lion's share of research and development were aimed at harm reduction and allowing theost people possible to live safe and comfortable lives.

Dropping packages with a parachute is probably as accurate/effective/efficient as it needs to be. Or what do you think it is about the way that packages are currently dropped that might need to be more accurate/effective/efficient for the powers that be to justify dropping packages more frequently?
Modern warfare is more accurate, effective and efficient if your intel is more accurate, effective and efficient.
And of course, you need to have the will and desire to use those more accurate weapons.

Well, it's at least theoretically possible; I don't know if those systems or something comparable or better were actually in use.
