Not always. That is only the ideal time to install continuously welded rail, which not all lines have. Also, too much tension can result in the rail snapping in two:

Any defect like that needs to be repaired ASAP, so sometimes a section is installed whenever the failure happened, even in the middle of winter.

Yeah, I don't know. Everywhere I go I see construction. If it's hard people are just paying their way through it anyway. Unfathomable amounts of money flowing through this state these days.
