I get the last half is a pun on elote (“street corn”), but first half, I can’t get a good definition of cotorrito when I look it up.
"Cotorrito" is Spanish for parrot.

That seems to me like it might be a joke that works in English but not Spanish, rather than the reverse. Is "elote" that closely associated with streets, as in roadways, as such? (I don't know that it's not, I'm just skeptical.)
It's Mexican Street Corn, so it's sold on food stands out on the street in cities.
What I'm doubtful about is: the English expression "street corn" contains an explicit reference to a roadway, but the Mexican Spanish word "elote", as far as I can tell, does not. I get that it's associated with vendors, who usually work in streets, but is the association with streets that strong?
