For reasons passing my understanding, all of LD S2-S4 is set in 2381, while Picard S3 is in 2401. That would make Kira (born 2343) 58 years old, so it's not out of the question that she'd still be active, though I imagine she'd have a higher position by then.

They made it on a shoestring relative to S1 and S2, apparently. Janeway and Harry were supposed to show up but they didn’t have the money.

As for the Defiant, it would not have had the same impact as the Enterprise-D did for me. She's DS9's ship, not TNG's, and this was the TNG reunion. If there'd been more money and episodes, I think bringing in DS9 characters would have helped the story. But it wouldn't replace the Enterprise.

At least Savannah and Hoda will be doing part of it, so it won't be a total trainwreck, but... I think it will be entertaining one way or another. Just like the opening ceremonies themselves will either be a wonderful spectacle or a total disaster.
