weird how these videos tend to get out right around 2 years later
Father kills mother, kidnaps daughter. Police chase father. His car is stopped. The daughter crawls towards police on the order of a police officer. Deputies start shooting at her and don't stop even when ordered. She dies. It took two years to get the video.

Forget 1983, why are the people who did this not in jail for murder.

The police investigated themselves and found themselves not guilty and in need of more of your money so they can not be violent and corrupt harder.

This and when they cut the video to conveniently leave out officers escalating the situation. Live when we get the full video months or years later.
A good rule of thumb is that if the video supports police calls they release it within a week. If they haven't released it after that, they're lying.

You would file suit long before the video became public because they would have to turn it over in discovery. Hopefully these cops have been sued into the ground already, not that it ever does any good

Serious (and maybe stupid) question: how can a state put a statute of limitations on federal lawsuits?

Not at all a stupid question. Because sec. 1983 doesn't specify its own limitations period, courts "borrow" the state statute of limitations for personal injury claims.

Suppression of evidence really ought to be grounds for revocation of the statute on a case by case basis.
