Even if there is a Borg-like composite being made of consciousness of their entire society (past and present), it might expect "something" to speak to. Not necessarily one person. imo there just is no one Mankind to speak on behalf of. And neither should we assume there would be one Alienkind to speak to. We would have different interest groups hoping to get different things out if the interaction and possibly so would they.

When europeans arrived in north america, they did not meet a representative of the united peoples of the americas. This wasnt because the natives messed up. It wasnt because they didnt have the tech to coordinate. It was because they had no possible unity to speak of on the matter

North America is huge.There is no reason to expect leader or ruling body of the entire land. But there were large nations and federations of leaders.. With modern comms and transport, expectation is better coordination. But as someone else said, aliens might see us as unworthy of address, too.

Benjamin Franklin learned about native ways of governing before writing Declaration of Independence. I would suggest that Europeans did not approach native peoples because they did NOT recognize them as co-equals, as nations, worthy of being addressed. For same reasons, promises were never kept.
