“if there is no confirmed vice-president, who certifies the electoral votes?” is not a question that i want to learn the answer to in november, though if anyone has an answer for it now, i’d love to hear it
They did at least pass a law after 1/6 that the VP's role is purely ceremonial. And even then, as someone mentioned, it's the president pro tempore, currently Democratic Senator Patty Murray.
AFAICT there’s no specific notation as to the fact that there was no Vice President, but I think that the Z President Pro Tem was acting in the place of a VP (since the VP presides as President of the Senate).
