and yes, he came right out and said it was "because I don't want the cops to shoot me"
It has to do with Future State: Justice League Batman. Who is "Jace" Fox—the clearly not white son of Lucius Fox. I don't know if I've seen the exact context, but in I Am Batman #2 he takes off his mask to be like:
