There were four counter sniper teams on site and MORE security than is normal (not less). This wasn’t lack of resources. According to one report I read, several attendees saw the kid climbing up the bldg with the rifle and informed security several minutes before the shots were fired.
If the reports I've seen are true, the Secret Service did an inexplicably bad job.
Supposedly the shooter was seen crawling around with a rifle for some time on an unsecured rooftop overlooking the stage, only 400' away.
For comparison, the world-record javelin throw is only 20% shorter than that.
I'm not suggesting a world-record javelin thrower is a threat to be planned against, but this guy was overlooking the stage and was literally within throwing distance of it. Maybe a javelin was the wrong choice: a baseball has been thrown half again farther than this shooter was from the target.
