The original reference was to Mussolini making commuter rail run on time. Which he didn't actually do, but historical accuracy has never been much of a factor in popular sayings.
I've always thought that was a joke, originally, that everyone knew Italian trains didn't run on time before or after, and all the suffering he caused was pointless.

that's not the point but *those* trains tended to have very low priority and consequently weren't running on time — a bunch of, ahem, passengers died before reaching the destination.
lol I looked through it, and they listed three (3) total—each of which the author had to admit only looked good superficially but were part of larger plans to:
- increase fracking/drilling
- make student loans worse
- cut taxes for the rich

My extremely superficial knowledge includes someone saying it’s unclear if his horrific flatulence was due to high bean consumption or if he ate a lot of beans in an attempt to curb said flatulence.
