Wow! It does look like Colon, but he drew off-model just enough for satirical purposes. It also looks like he was trying to hide his own style by drawing just a bit worse.
As a kid, I always assumed the three adult ghosts were his killers, who killed each other in a ransom money argument, after killing him, and are cursed to be trapped with him there forever.

CASPER publisher Leon Harvey was genuinely upset and baffled by the story. He insisted Casper wasn’t the spirit of a dead kid but a different life form.
Leon Harvey was kidding himself. At least to the extent that he thought readers would simply assume a child-sized “friendly ghost” was something other than the sprit of a dead child.
It’s probably something many people thought about over the years.
The canon Harvey origin is that Casper is a ghost because his parents are ghosts. Editorial had that on hand because letter writers frequently asked about how Casper had died.
This reminds me of when MAD mashed up Casper and Cthulhu to create "Cthasper The Friendly Elder God."
