The first time I saw it, I was living in Barcelona. We had a party and everyone put in money and drew a country and then you had to root for your country all night, so you could win the pot. It was extraordinary.
The countries that have English as one of their official languages are at a distinct advantage. Some languages just do not lend themselves to catchy pop songs.

The thing that makes it not so weird to Europeans is variety shows. They were a staple of Euro TV, and still are in many places. Eurovision is an amped up version of those. But, sadly, the US doesn't have them anymore outside of things like America's Got Talent.
After living in Europe for a few years i started to get the sense that Eurovision is a geopolitical alliance with as much import for many people as institutions like the EU, the Schengen zone, and NATO.
