A Minneapolis cop shot my friend Linda Tirado in the face with a rubber bullet, destroying one of her eyes and injuring the frontal lobes of her brain. She's now dying from chronic effects of the brain injury. There is no guaranteed non-lethal way to shoot at someone.

You don’t “accidentally” headshot people w/ a weapon that isn’t supposed to be aimed directly at them. When cops intentionally misuse crowd control devices they aren’t “less than lethal.” That term applies to proper use. It’s in the manual. This is attempted…something. Could’ve killed this guy.
