No, it isn't. It's worse than that. Yes, it's used to exclude Islam, but it's also used (almost entirely by Christians) to mean an appropriation and supercession of Judaism by Christianity. It's Christians utterly ignorant about Judaism imposing their own definition upon it.

I misread that as ethnically at first, as in “it will be used to target people by ethnicity,” and I think that was just my mind interpreting it the way it was actually meant.
