Voting-by-mail helps people who have issues with getting out to the polls. It used to help the GOP because it helped get out the elderly, conservative vote. But then the Dems started using it for other disenfranchised voters and the GOP pivoted hard to "NO! WE ARE NOW AGAINST IT!"
