The way that this headline reads, the Baltimore Sun told a roomful of reporters something a few days ago. I really wish people would stop dangling their participles all over the place.

I think that is what it says, though. In the usage where people refer to the policy and management decisions made and related through official channels as the actions and statements of the organization.

Well, no. The Baltimore Sun is a newspaper, it has no voice with which to speak. The White House is a budling, it does not make statements. Moscow is a city, China is a country, it's not strictly true to suggest that either are capable of having an agenda or goal except in statistical trends.

Right; the latter three examples are best described as a synecdoche, where a part -- i.e, the Kremlin -- represents a whole. It doesn't apply in this case, is what I keep trying to tell you. The entity that spoke is an actual human person.
But the Kremlin is a building. Buildings don't talk.
