It occurs to me that if an equivalent meltdown to Biden's debate performance had happened a year ago, the pressure to get him to stand aside from re-election would have been MUCH stronger, and the likelihood of him being challenged in the primaries would have been significant.

Yeah, it's easy to overthink this one. The court overturned Roe v Wade, that's hideously unpopular, & considerable elite signaling about the court has turned intensely negative. The people are mad at the court & want change; the challenge now is to focus attention on reform that will fix the problem
