Here’s the other portion of the Enforcement Act of 1870, laying out penalties for holding office contrary to the 14th Amendment. At no point does the Trump v Anderson case (or the law they cite) suggest that ineligible candidates be allowed to run for office. Or that doing otherwise is “enforcement”
