His preferred replace for Jeff Duncan in SC lost. Time will tell, but Biggs ran as more moderate to Duncan. The district is hyper conservative. Duncan didn’t draw a challenger in 2022 and in 2020 won w 71% of the vote.

And under 7 there was an irrebuttable presumption that the child lacked the intent (mens rea) for a criminal act. From 7-14 you had a rebuttable presumption that the intent was lacking.
