I wonder if the process permitted writing a negative number.
Case in point: the simplistic and wholly arbitrary process by which the US Navy decided in the 1950s how many submarine-launched ballistic missiles (and therefore how many thermonuclear warheads) its new ballistic missile submarines should carry.

Ironically, US citizens can be less protected from mass deportations than immigrants because citizens don’t necessarily have ID documents that ICE can verify. Not unheard of for US citizens to be detained by ICE because ICE assumes they are non-citizens and can’t find proof of their lawful status.

We have a long way to go. But it is really heartening to see federal judges saying things like this.
