It’s a terroristic threat. And they are policy writers that Republican state governors/legislatures just copy and paste from.
Isn't it interesting that they're trying to frame themselves as initiating *that* war instead of the Civil War? Wannabe Confederates still don't like being called what they are. Probably because it reminds them they lost the first time.

It's a problem that Texas AG Ken Paxton is interfering with Kate Cox's life.   The problem is made worse by the fact that he's effectively telling hospitals, "Think twice before you honor a court order and provide medical care for a woman desperately in need of assistance."
