OK they've snuck it in as an amendment to the Senate funding bill for the FAA, along with a couple of other anti-protest measures like putting Palestine protesters on no-fly lists.

Historically it's a VERY BAD THING when anti-protest legislation gets forced through rapidly in response to current events.
